Mueller report was never intended to be made public

Robert Mueller’s Special Prosecutor’s report is “confidential”, said Attorney General William Barr.
“The Special Counsel is accountable to the Department of Justice”, said Deputy Attorney General Rod Rosenstein.
Instead, the public may see a summary report by the Attorney General, William Barr.
However, the independent counsel statute expired in 1999.
A new law to replace it was introduced.
It was never voted on nor passed.

Following a speech on the Rule of Law, Deputy Attorney General Rod Rosenstein was asked about the Mueller Investigation. While he did not comment on the investigation directly, he did say he thinks Attorney General William Barr is going to do the right thing when the investigation is complete.
